Meh, forgot to mention. bug #149763 needs to be fixed before this is commited
as adduser will fail otherwise.  The_Paya is already working on that.

So, is this ready to go in? Okay from the technical viewpoint of the BSD guys?
I can patch & commit when ready.

thorough, exhaustive overhaul of cpw-supplied patch made by yours truly. (bah!)

anyway, doc is updated with all the new content. additional thanks to flameeyes
on IRC for answering questions.
