This sounds like it is related to bug 147080
(http://bugs.gentoo.org/show_bug.cgi?id=147080).

yes, this is indeed related to bug #147080. please remerge ntp - the useflag
has been reintroduced there...

Well, it doesn't quite work...

If you have "-openntpd" ntp still tries to pull in openntpd, and openntpd fails
(because ntp is compiled with "-openntpd").

If you have "+openntpd" the ntp package doesn't compile the server/daemon
binaries - so the system lacks these...

Also, bug 147080 is closed - perhaps it should be reopened?...
