Bugzilla Bug 146707

I've merged PyQT4 on a amd64 gentoo system with no problems. I've launched some
examples and they have worked without any problems, tetris:

PyQT doesn't require anything from KDE (pyKDE) and masking it because there is
no pyKDE 4.0 is strange.
