It looks like this is probably an upstream build system issue in that the package gets configured not to build cmmlenc and cmmldec, but the tests assume that they were built.

Upstream says they have fixed this issue.

Please try w/ 0.10.4 (and 0.10.5 if that still fails) and report back.
