Description:   Opened: 2006-08-06 05:03 0000
Speedcontrol  is  a program that can limit the speed of CD and DVD drives to
reduce noise (i.e. sound) production.

If  limiting  the speed with hdparm -E, eject -x or app-misc/cdspeed doesn't
work for your drive, try speedcontrol.
