I copied the existing encodings ebuild to my local overlay for custom ebuilds and did an 'ebuild /usr/local/portage/media-fonts/encodings/encodings-1.0.0.ebuild digest' to rebuild the digest and merged it from there. xorg-x11 modular seems to compile fine with this.
In the forums http://forums.gentoo.org/viewtopic-t-468559-highlight-xorg+freedesktop.html they showed success in just doing the ebuild path/to/ebuild digest works without pulling over to a local overlay.

This has nothing to do w/ Gentoo, infrastructure, also, the "solution" is completely incorrect.
