Actual Results:

- openmotif-2.2.3-r8 needs motif-config-0.9

- motif-config-0.9 is blocked by <openmotif-2.2.3-r8

- therefore: update to "fixed" (not really) version is impossible.

- as explained elsewhere, openmotif-2.2.3-r8 is more incorrect than 
  previous versions


Expected Results:

- security updates should only fix security issues and nothing else

- apply security fix to earlier version that sucks less than 2.2.3-r8
