Is it in portage yet? 

btw, this might have something to do with my et_EE locales. Many other packages
have the tendency to break after i switched to et_EE.

i'll get back to this tomorrow.

This might have something to do with my et_EE locales. Many of my recent bugs
seem to occur because of my locale change to et_EE.

3.83, 3.95, 3.9999 and 4.0 have the same error. Version 3.81 emerged
successfully.

If you think this might have something to do with your locales, could you
please try unsetting all the locale-related env. variables (LANG, LC_ALL, ..)
and see whether you can emerge nmap?

here's an [untested] patch for the issue

i'm going to try and contact the shtool maintainer and see if i can get it
fixed in the shtool package itself

Tested. The patch works with all the affected ebuilds: 3.83, 3.95, 3.9999 and
4.0.
