Bugzilla Bug 114913

When installing media-libs/id3lib-3.8.3-r4 it fails to run aclocal.
It outputs "eaclocal: 'm4' does not exist" and the contents of
/var/tmp/portage/id3lib-3.8.3-r4/temp/aclocal-25490.out are:

aclocal: couldn't open directory `m4': No such file or directory

Reproducible: Always
Steps to Reproduce:
1. emerge id3lib
2.
3.

Actual Results:  
Program fails to get past running of aclocal; attempts to open non-existent
directory.

Expected Results:  
Install id3lib

It probably is also noteworthy that i do have sys-devel/m4 installed

Fixing a bug in autotools eclass broke ebuilds that were using AT_M4DIR and 
multiple subdirectories. Fixed now in CVS the id3lib ebuild.
