SimGear v0.3.9

SimGear is a set of open-source libraries designed to be used as building blocks
for quickly assembling 3d simulations, games, and visualization applications.

This is required by FlightGear-0.9.9

I've never done this before, so I'm not sure I did this quite right.  I took
the ebuild for v0.3.8, and made almost no changes except for in the header.  It
compiles fine on my machine (which previously had v0.3.8 installed).

There's no need to ever change the Header manually.

Also, if all you did was copy the ebuild, then there's no need to post one, just
say so.  You can find out more about games bugs by checking out
http://games.gentoo.org and reading the FAQ.

worked for me too. Simply version bumped the ebuild. required for
flightgear-0.9.9

please bump the ebuild.
