IIRC RDEPENDs are packages that are critically needed in order for your ebuild to work correctly. I don't see how logrotate would fit in in that description. 

please help those that package.masked >=app-admin/logrotate-0.0.0 an remove that RDEPEND. those that use that piece of cruft will have no problem locating the dspam file in /etc/logrotate.d

Sounds like it needs a logrotate USE flag. This is current local, but used by
four other packages -- sounds like time to globalify?
