I copied the ebuild for 0.2.2 with no changes

At least with GCC4 doesn't compile out of the box, I had do to add a patch. 
 
I've committed both this and the dependency libtorrent 0.6.3. 
 
By the way, next time please not attach ebuilds if they haven't changed at 
all. And anyway set the type to text/plain.
