Updates caps-plugins to 0.2.1, plus reverses an earlier change which
incorrectly used dolib.so to install the *.so's to /usr/lib, when
they should be installed to /usr/lib/ladspa.

version bumped, please attach patches/diff's in the future instead of the complete ebuild if there is already one in the tree. that makes it much easier to see the changes. it's quite simply:

diff -u <oldfile> <newfile> , for example

bugfix for *.so install directory

Sorry -- if I'd done just the patch, it would have been more clear that it also
contained a bugfix.  With the newly attached caps-plugins-0.2.1-r1.ebuild.patch
applied, the file caps.so is correctly installed to /usr/lib/ladspa instead of
/usr/lib.
