tcl-8.4.6 has problem in amd64.

on x86:
 $ echo 'puts [scan 2147483648 %lu]' | tclsh
 2147483648

on amd64:
 $ echo 'puts [scan 2147483648 %lu]' | tclsh
 -2147483648

this problem is fixed in 8.4.8.

Well guess what. Since you went ahead and commited this. You inherited this
one. :) I don't have time for it. I was actually going to get to these this
weekend. You can join yourself to the tcltk herd. Which is the herd that
maintains this package. Along with tk. Along with dev-tcltk
