scim-anthy is already at version 0.3.1

the old ebuild works fine with a little modification:
the download url has to be changed:
in-0.2.0-ebuild:
SRC_URI="mirror://sourceforge.jp/scim-imengine/12375/${P}.tar.gz"
in-0.3.1-ebuild:
SRC_URI="mirror://sourceforge.jp/scim-imengine/13188/${P}.tar.gz"

with this change, everything is fine ;)
