It is incorrect that app-admin/cronolog RDEPENDs on net-www/apache.  cronolog
is useful for tasks outside of the apache webserver.

Furthermore the ebuild sets RDEPEND to DEPEND when the ebuild HOWTO states
"Never set RDEPEND to DEPEND yourself in an ebuild."  Maybe this is not the
case when the DEPENDencies are being appended to?

app-admin/cronolog should not RDEPEND (or DEPEND) on net-www/apache.
