The standard ISC makefile does not install the library libdst which is needed
by some other OMAPI applications

Reproducible: Always
Steps to Reproduce:
1. emerge net-misc/dhcp

Actual Results:  
The library 'libdst' is built but not installed


I'll attach the patch and updated build that corrects this problem
