Can you run gcc-config and switch to your preferred gcc? This should set gcc and cc in the correct state. gcc-config reports I'm already using my preferred gcc:
pictsie ~ # gcc-config -c
i686-pc-linux-gnu-3.4.3
...but just for shits'n'giggles, I set and reset:
pictsie ~ # gcc-config i386-pc-linux-gnu-3.3.4
* Switching to i386-pc-linux-gnu-3.3.4 compiler ... [ ok ]
* If you intend to use the gcc from the new profile in an already
* running shell, please remember to do:
* # source /etc/profile
pictsie ~ # source /etc/profile
pictsie ~ # gcc-config i686-pc-linux-gnu-3.4.3
* Switching to i686-pc-linux-gnu-3.4.3 compiler ... [ ok ]
pictsie ~ # source /etc/profile
and... kablooie:
pictsie ~ # emerge cdrtools
Calculating dependencies ...done!
>>> emerge (1 of 1) app-cdr/cdrtools-2.01.01_alpha01 to /

(once again, it builds if I create /usr/bin/cc as a link to /usr/bin/gcc.)
