Most of the longer quips (the random ones at the beginning of each 
bugzilla page) have embedded linebreaks (as seen when viewing all quips). 
So bugzilla sees each line as a quip and the resulting quotes don't make 
any sense.

For example right now I'm getting this:

This is a duplicate of Bug# 103. I know because I submitted #103 and because I
was the one who goofed up and caused #103. :)
