Please add the configure option '--with-file-coding' to the xemacs ebuild to
enable support for DOS formatted text files.

I've added a 'eolconv' use flag for setting file-coding to the ebuild for
21.4.19 in bug 97786

app-editors/xemacs-21.4.19-r1 has the USE flag 'eolconv' which enables this
option.
