library needed for tilp, the link program for Texas Intruments calculators.

i submitted ebuilds for all three tilibs (libticalcs, libticables, libtifiles), they all come from one the archive  http://www.ticalc.org/pub/unix/tilibs.tar.gz which includes 
libticables-3.8.6.tar.gz
libtifiles-0.5.9.tar.gz
libticalcs-4.5.3.tar.gz
when these three files where stored on all gentoo mirrors seperatly and not in one archive we could be sure that this ebuild works. but if the ebuild always fetches from http://www.ticalc.org it wont work anymore when new versions are relaesed and packed into the one archive on http://www.ticalc.org.

this on would fetch from a gentoo mirror

Version 4.5.3 is now in Portage, with a few modifications:

- Fetches from Sourceforge rather than Gentoo mirrors
- Ebuild clean-up
- "nls" "USE" flag support
