This all depends on libvorbis being added to ~macos, see
http://bugs.gentoo.org/show_bug.cgi?id=58006 for details...
After patching the ebuild for libvorbis and emerging it on my OSX system, I
successfully built media-sound/vorbis-tools-1.0.1 and its dependencies (with
USE+="esd flac"). Everything built and installed smoothly. I quickly tested the
vorbis-tools, which seem to work, except that there is no default sound output
device for ogg123 ("-d macosx" is not recognized, but esd could be a
workaround).
To make more testing possible, I would suggest (pending on libvorbis being
accepted into ~macos) marking the following packages as ~macos (not necessarily
the latest as I took the keyword ppc as a basis for adding macos):
media-libs/flac-1.1.0-r1
media-libs/libao-0.8.3-r1
media-sound/vorbis-tools-1.0.1
