The one-time init file, sys-process/runit/files/1, explicitly calls openrc to boot the system when runit is running as PID 1. Same goes for its shutdown script.

This should probably block bug 511500, or else people using this are going to end up with unbootable systems when that's fixed.

I think this dependency should be optional (behind a use flag).

Not everyone uses runit as their primary init system, some just install it for the tools like chpst and runsv/runsvdir (i.e. https://github.com/stiletto/runit-session ).

Should I file a new bug or continue this discussion in 575478?

In general, I wouldn't comment on closed bugs as it's easy to miss.
