It seems it's not pulling in dev-util/gtk-doc which is required to build the documentation. (In reply to Albert W. I haven't figured out why this works, but if I apply this patch polkit builds correctly without gtk-doc. Of course, I think Dam M. Laneelle's ebuild is on the right track by introducing the 'doc' USE flag, but it needs a few more modifications to work.
This patch, unfortunately, generates a large number of QA issues, so it definitely shouldn't be used as a final solution.
