can various arch maintainers please test the flac plugin and move to ~arch ? 
there is a sample flac file up here:
http://dev.gentoo.org/~spider/DY-Intro.flac

A very simple test is:
emerge gst-plugins-flac
gst-launch-ext-0.8 DY-Intro.flac

(and yes, its not a particularly good recording, its supposed to sound weird, but its the smallest flac file I found ;)
