As a workaround, I commented out the offending chmod line in the Makefile (#307-309), then the emerge ran OK. As, per the comment in the script, this is to "Make upgrade scripts executable" and this is not an upgrade, it probably has no bad effect on the install. But it still needs fixing, of course. This failure is actually related to parallel builds.
