According to the comment

# Number of servers to be started up by default

however this variables is passed to rpc.nfsd as an argument; thus it must be changed to 

# Options to pass to rpc.nfsd

the comment is correct -- it's controlling how many daemons are started up.  the fact that it's passed to rpc.nfsd is kind of irrelevant.  the options weren't really that relevant in the past, so it got a more useful comment.
