By the way, 'tcllib-1.14-test.patch' isn’t use anywhere as I see. I propose delete it in order to sanitize files/ directory. 'tcllib-1.14-test.patch' completely obsoleted as 1.14 version no more in portage, 'tcllib-1.15-tcl8.6-test.patch' still need for tcllib-1.15 when it installed with tcl-8.6.
