PyQt4-4.11.2 does. This seems to be related to the build system change.

absence of this prevents hp-toolbox from hplip from running
 as one example of issue 
reverting to PyQt4-4.11.2  fixes issue for hplip

When one or more --enable arguments are passed to configure-ng.py, check_dbus() is not called and the plugin is not built. I've contacted upstream about this issue. PyQt5 has the same problem I think.
