wpa_supplicant supports Ad-Hoc networks (IBSS mode) with WPA2 only if the buildtime-config option "CONFIG_IBSS_RSN" is enabled. Otherwise, it starts up without errors, the devices pair (join the same Cell) but fail to communicate in strange ways (one way is working, the other not).
The example (run-time) config also describes how to configure things but fails to mention the build-time config option that is not set by the ebuild.

I manually set the option in the config, merged the package and now my Ad-Hoc WiFi is working as expected.

Debian Linux enabled that option but a dev commented that IBSS with RSN is possibly superseded by "Wi-Fi Direct" (which is enabled using the "p2p" USE flag): https://bugs.debian.org/678147
