Updated dev-java/commons-fileupload ebuild to use the jakarta_commons eclass as
well as support installation of the JavaDocs API files.


Will attach the following:
- Updated ebuild
- patch for build.xml script to allow compilation

The jakartacommons.eclass is evil :) We're slowly removing it from portage.

I now allow docs to be installed with the updated ebuild.
