Shouldn't ntp-utils be "preferred" over chrony? I think it was the "default" election at least from handbook and, then, its numbering should be higher than the one from bug 489040

That's what I thought. But I've checked the Handbook and it says nothing about NTP (neither ntpd, nor chrony).

Anyway, I was going to initiate a conversation about switching to chrony as the default if NTP setup is mentioned elsewhere in official docs. E.g., see https://fedoraproject.org/wiki/Features/ChronyDefaultNTP.

As a note: in order to let systemd fully interoperate with chrony, you need to have 'rtcsync' (and no 'rtcfile') in chrony.conf --- that is, make it use the kernel RTC calls.
