As it is, we put notes about a package (such as "this package won't work
unless you do foo") in post_install().  That's a problem because it's easy to
miss these notes when doing an "emerge --world update".  We really need a
specific function for such notes, and all notes during a single emerge session
should be combined and printed _after_ the rest of emerge finishes.
