Patch to make ebuild use python flag for vim[python] dependency

Vim-latex does not require python support in vim, whereas the latest ebuild 
vim-latex-1.8.23.20121116.ebuild makes it a dependency. Using python gives only a performance increase for some tasks (see http://vim-latex.sourceforge.net/index.php?subject=faq&title=FAQ#faq-python-errors for more details). 

I would suggest that either the dependency is made optional via a use flag (see patch attached) or dropped and replaced by a message stating that building vim with python support might be useful.
