/etc/init.d/cups-browsed depend on cups, not cupsd.
In result:
slep # /etc/init.d/cups-browsed start
 * ERROR: cups-browsed needs service(s) cups

Confirmed, but cups-browsed initscript belongs net-print/cups-filters
