this config patch adds DT_RUNPATH tags to the system library path (e.g. /usr/lib).  that's all it does.

the patch itself isn't documented, and there are no comments in the ebuild.  the ChangeLog simply says "revision bump".

please punt this patch as it's unnecessary and can cause problems -- the only reason it isn't crashing systems already today is because i patched binutils to use --enable-new-dtags so it generates DT_RUNPATH rather than DT_RPATH.
