Version 0.4 was released, this is a version bump... its going to be needed when i make an ebuild for desklet-starterbar-0.30   it requires it.

desklet-starterbar-0.30 is somewhat broken in gentoo, i have talked to the author. so when 0.30.1 or whatever its called is released.
