There are too many bugs being filed because of overoptimization of the CFLAGS when compiling sys-devel/patch. This results in bogus bugs on other packages when patches fail for no apparent reason. Since there isn't that much optimization needed with a program like this anyhow, I think strip-flags makes sense.
