Improved ebuild for outwiker 1.6.0

Changes against initial ebuild:

- fix QA issues with header and missing IUSE variable
- bump EAPI to 4, remove unneeded src_install and add empty src_compile(to prevent message 'make: Nothing to be done for `all')
- add python.eclass inheritance, PYTHON_DEPEND and proper pkg_postinst()
- add ~amd64 keyword

@proxy maintainers - i would like to maintain this package. If ebuild has no issues, please add it to tree and assign this bug to me. Thanks.

Please note I grouped things in the ebuild in the usual way, and put keywords and dependencies in alphabetical order.

Also note that desktop-file-validate (from dev-util/desktop-file-utils) shows that the outwiker.desktop file needs a small fix.

Sergey, since you now maintain several packages in the tree, we would like you to consider becoming a full Gentoo developer. The procedure is outlined in http://www.gentoo.org/proj/en/devrel/handbook/handbook.xml?part=1&chap=2
