See bug 421577. Same applied here. 0.106 will use JavaScript based .rules files instead of .pkla files.

insinto /etc/polkit-1/rules.d
doins "${FILESDIR}"/01-org.freedesktop.ModemManager.rules

completely untested and I'm unsure if ; is the correct separator for the action.id to list multiple ones...

Fixed, thanks. (But the .rules file attached in comment 1 did not work and needed to be fixed; in javascript, that's not how you test a string against a list of strings.)
