As far as I understand this is just becouse fglrx can't work with x32 applications for now. This should be fixed with the first release of ati-drivers supporting the 3.4 kernel series. ati-drivers now fails early if CONFIG_X86_X32 is enabled. It is possible that the 12.8 ebuild I just commited to gentoo (and some fixes to 12.6 after this bug was opened) will fix x32 support. Can anyone please test this?
