In the configuration files, it mentions how to build extra modules for a normal Tarball instalation ie: ./configure --enable-extras=m_geoip.cpp
but in gentoo there is no such option, and there is no use flag pertaining to this.

Nobody claimed that extra, it will be included in next revision.

Added geoip use flag to =net-irc/inspircd-2.0.6_rc1.ebuild.
