* libIDL-2.0-uninstalled.pc.in: add -uninstalled pkg-config
file to allow building against an uninstalled libIDL.
* include/libIDL/IDL.h.in: move the header here.
* IDL.h.new.in: kill this.
* Makefile.am: don't install the header from here.
* tstidl.c, util.h: update for new header location.
