Fix intltool dependency
I can confirm this bug. It can be fixed by depending on the right version of intltool.
The source of the bug is the "--no-translations" parameter for intltool, which isn't present in the current stable version in portage.
Thanks for reporting; looks like intltool-0.50.0's intltool.m4 uses make rules that are incompatible with earlier intltool versions. Filed bug #394477 about it, and submitted patch to intltool upstream at https://bugs.launchpad.net/intltool/+bug/903340.
