Adding arm to KEYWORDS (and faking out the Manifest) let me emerge strongswan on
arm.

Lots of keywords are "missing" in lots of ebuilds, but that doesn't denote anything is wrong with them. Why don't you start rephrasing these Summaries a bit more positively, like "please add ARM keyword"?

Another thing is, before you're done doing these request for the entire portage tree, is whether you actually use the software you request keywording for...

I'm filing these requests as needed to port our existing software to a new platform.

Fixed, I have also bumped it to 4.6.0 .

Please test and report back if there is any problems.
