Simple eclass ebuild for the CPAN I18N::LangTags perl module,
which helps process RFC3066 language tags in Perl.

Excuse me, I forgot to add a LICENSE line.  As the documentation
states that the module may be distributed under the same terms as
Perl itself, I believe the LICENSE should be "Artistic | GPL-2".

As the newly compiled module was not being tested prior to installation,
I have added this feature and also added the LICENSE line, and therefore
resubmit the ebuild.
