can't compile media-libs/gegl-0.0.22

Reproducible: Always

Yep ffmpeg is completely broken on stable gegl.
Stable candidate gegl-0.1.6 works well with the ffmpeg so wait for archies to process the stablerequest and disable ffmpeg for now on the package.
