running 'emerge -pv a52dec' wont show anyuse flags, but when you look in the
ebuild, it uses oss (0.7.4).

Um, I should have been more clear, it will include/not include oss based
on the user's USE flags...

Missing IUSE.  Fixed in CVS.  Thanks for the bug report.
