It seems that the linux-headers packages install in different slots, 2.4.19 
for the 2.4.19 version and 0 for the 2.4.20 version. However both the packages 
install (the same) files in /usr/include/asm and /usr/include/linux, thereby 
overwriting each other. 

Reproducible: Always
Steps to Reproduce:
1.Have the linux-headers-2.4.19-r1 installed. 
2.Upgrade to linux-headers-2.4.20 
 
Actual Results:  
Both packages were installed, and the linux-headers-2.4.20 overwrote the files 
of linux-headers-2.4.19-r1 

Expected Results:  
Unmerged the linux-headers-2.4.19-r1, and installed the linux-headers-2.4.20

Kumba, I hear you were going to do this when you were going to mark linux-headers-2.4.21
as stable. If so, please reassign bug the bug to yourself, otherwise just
tell me that you're OK with me changing the SLOTs.

Also a semi-dupe of Bug #26460, so I'm marking it as such.  26460 also has
an attachment to help clean out the slotted linux-headers from all of this.
