Ebuild updates for boto-1.9b:
* Move IUSE to standard location
* Use the correct LICENSE --- the other versions in the tree have the wrong license as well
* Revert to a plain dev-lang/python dependency --- python-2.3 isn't in the tree anymore and upstream says they try to keep boto compatible with python-2.4.x but doesn't make any guarantees.
